Characters in Flight is a helium balloon at Disney Springs. Although it's tethered to the ground and much larger than helium balloons seen in the Magic Kingdom, it is still influenced by wind. When it gets breezy, Characters in Flight sways back and forth and the viewing platform tilts. Although it may not be very windy at ground level, the wind is much stronger at higher elevation.
